Social challenges that are facing Morocco are not only solved by creating effective public policies, but with the active participation of citizens in the design, implementation and evaluation is also required. Citizen participation in the municipalities is a key political action to connect the resident’s needs with the political action. 
Novact and the moroccan organization FMAS have launched a pilot project to improve political participation in the city Segangan (neighboring city of Nador) in conjunction with the City Council. This process has materialized with the adoption of a Citizen Participation Plan that is the result of the implementation of the following participatory process:
1. Pre-diagnosis, which includes the design of a civil society mapping, identification of existing public and municipal facilities formulation of a SWOT analysis of citizen participation in the municipality
2. Diagnosis: Presentation of SWOT analysis in the consistory and local civil society
3. Formulation of the Master Plan for Citizen Participation
4. Presentation and adoption of theMaster Plan for Citizen Participation. A total of four participatory workshops between civil society, citizens and representatives of public institutions have undertaken for the formulation of this document. In addition, three NOVACT international experts participated in the design and formulation of recommendations of the master plan for citizen participation.
